When attempting to set the 5k value at TP3-4 for low trim, the test points read 2 megohms to start and show what appears to be a capacitor charge to a high megohm reading. Adjusting the low pass pot has no effect on the resistance. I removed the pot (marked 103) and the readings show 10K across and varying resistance from either end to the wiper which is correct. I set it for a nominal 5K. Measuring TP 3-4 with the pot out of circuit shows the same megohm readings noted above. All components are in the correct places and soldered correctly. Do you think I have an open trace somewhere? Any suggestions?

Is the Quaverato powered on when you are taking these measurements?
You are actually measuring the resistance of the LDR (not the trim pot) when you measure across TP3 and TP4. The trim pot just adjusts the maximum current going through the LED controlling the LDR.
